As noted in the National Standards for the Physical Inspection of Real Estate (NSPIRE) Final Rule, the transition from the Uniform Physical Condition Standards (UPCS) to NSPIRE was fully implemented for all applicable HUD programs requiring a REAC inspection on October 1, 2023.
With that transition, HUD has discontinued UPCS training. Updates regarding inspector training and qualifications for NSPIRE will be posted to HUD's NSPIRE website as information becomes available.
